The legitimacy of the Public Force is built on verifiable facts, not speeches. This pillar brings together results on human rights, proportional use of force, and citizen mechanisms for reporting corruption. The data shows a sustained decline in allegations of arbitrary deprivation of life and in the use of force during protests, even in years of high social mobilization. This is reflected in public trust, which reached its highest level in 2026 in the historical series measured by independent surveys. The Helios platform, dedicated specifically to transparency in the sector, will be added to this hub once the corresponding information is available.

The Helios System cross-references data from Colombia's public procurement platforms — SECOP I and SECOP II — and applies data analytics and artificial intelligence to raise red flags: tenders with a single bidder, participants under active sanction, unusual concentrations of awards. The point is not to document a scandal after the fact, but to intervene in a process while it can still be corrected. Prevent, detect, act — in that order.
A whistleblower line is only useful if speaking up does not end a career. The Defense Sector's whistleblower protection policy was not drafted at a desk: it was built from a diagnostic survey of 15,000 staff members, designed to first understand why people stayed silent. The channel is a single one — the 157 Anti-Corruption Line — and as of July 2026 it had received 37,445 calls.
No institution audits itself well. That is why the Defense Sector signed a cooperation project with the United Nations Office on Drugs and Crime, supported by the Kingdom of the Netherlands, providing three years of technical resources to prevent, detect and sanction corruption, money laundering and arms diversion across the defense and security sector.
